City of Nuremberg Declaration on Electronic Communication
The City of Nuremberg defines in a declaration which quality of documents and letters transmitted electronically via Email, can be accepted and processed by the city administration's departments, points out that it uses "spam filters" and informs about encoded data transmission which is currently possible.
Electronic Communication with the City of Nuremberg
Transmission of electronic documents to the City of Nuremberg is permitted for all documents which do not require a specific written form and under the following conditions:
- The City of Nuremberg only accepts documents presented in the following formats:
- text files in ANSI format (*.txt)
- Rich Text Format (*.rtf)
- Word for Windows (*.doc) versions 6, 97 and 2000
- Portable Data File (*.pdf) versions 1.3 and 1.4
- Joint Photographic Expert Group (*.jpg)
- Graphics Interchange Format (*.gif)
- Tag Image File Format (*.tif)
- Bitmap Pictures (*.bmp)
- Other formats are only permissible after explicit permission from the receiving department. No macros are permissible in any of the above formats. Illegible file formats are returned to sender.
- The overall size of any e-mail, including attachments, is limited to 5 Megabytes (MB). If you want to transmit larger files, please use our data exchange service on http://da.nuernberg.de/ft/index.php.
- Files in the formats listed in section 2 may be zipped (packed) with compression programs. The City of Nuremberg only accepts zipped files in the shape of ZIP archives (*.ZIP) which do not auto-unpack.
- The City of Nuremberg uses software for filtering unwanted e-mails (spam filter). This spam filter might reject your e-mails, if these were erroneously identified as spam because of certain characteristics. You may, however, register on a white list. For your registration, a web form is provided on http://www.nuernberg.de/absenderfreischaltung/index.php
- The City of Nuremberg offers interactive applications and forms on the internet (section electronic services). An electronic contact form is provided for each city department, permitting you to transmit data via the internet in a secure and encoded form. Please use these forms to increase data security for your data.
- Whenever you contact us by e-mail, we assume that we may also answer using this method, unless there are regulations (e.g. formal service) prohibiting this. Please note that because of general elements of uncertainty in the field of e-mail communication, transmission cannot be guaranteed.
Applications which legally require the written form (e.g. application for statement on criminal record issued by the police) cannot yet be transmitted in electronic form. The City of Nuremberg presently does not offer this service in the context of the regulations according to article 3a BayVwVfG [Bavarian Legislation on Administrative Procedures] with qualified electronic signature. In such cases, please use a print-out on paper with signature. Otherwise, the regulations of article 3a BayVwVfG apply.
Art. 3a BayVwVfG - Electronc Communication
(1) The transmission of electronic documents is permissible, if the addressee provides access for this type of document.
(2) Documents which are legally required to be submitted in writing, may be replaced by electronic documents, unless there are regulations stating otherwise. In this case the electronic document must be furnished with a qualified electronic signature in accordance with the legislation on signatures. Signing with a pseudonym which does not permit the identification of the person possessing the signature key is not permissible.
(3) If a document transmitted to any department cannot be processed there, the department must immediately notify the sender, informing him/her of the technical limitations applying. If an addressee claims to be unable to process an electronic document transmitted by an administrative department, this department must resend this document, either in a suitable electronic format or as a printout letter.
